Yeah, no official government business went on in Washington at all.
One thing which the war did do for America is begin their long tradition of conducting wars with an embarassing amount of bad redneck intel to back them up, like Jefferson saying that taking Quebec would be "as simple as marching" and that would provide all the momentum needed to take Halifax.
(Took them a year just to find Quebec on a map and work up to all that marching..)
Rather than a massive overland invasion, occupying the St. Lawrence and choking out the trade routes to Canada would have made Britain most likely capitulate immediately, since they really were more concerned about the war with Napoleon.
For that matter, as much as you guys bitch about the French, you have them to thank for having a country at all. Without the distraction Napoleon gave, Britain may well have crushed the fledgling American nation, and at any rate, he sold you half of your land in the first place. Cue the violins..
